Russell has over 25 years of experience applying GIS technology in a variety of capacities including local/state/regional government, utilities, land planning, DoD, natural energy, crime analysis and geomatics. In addition to being an alumnus of the University of Arkansas at Fort Smith, he served ten years as adjunct faculty in the GIS and Applied Technology programs. Russell is routinely invited to speak at a variety of technical sessions and GIS-related conferences including the Esri International Users Conference, Esri Developer’s Summit, Mid-America GIS Consortium (MAGIC) and the Arkansas GIS Users Forum Symposium. Having been appointed twice by Governors to the Arkansas State GIS Board, he has helped promulgate important statewide GIS related legislation and standards.
